About the City of West Covina, California: The City in Review and in Summary

West Covina is a well-known and frequently visited city in Los Angeles County, California, located just 19 miles east of Downtown Los Angeles in the eastern San Gabriel Valley and a part of the Greater Los Angeles area.  The population for the city was 106,098 at the 2010 census as reported by the United States Census Bureau.  The city is the sixty-second most populous city in all of the state of California.

West Covina is a major, major center for malls, shops, movie theaters, restaurants and diversity alike.  It is one of the biggest retail and shopping areas in all of California.  The City of West Covina was incorporated in the year 1923 to prevent the City of Covina from establishing a sewage farm within the current city boundaries and areas.  The 507 residents of the area banded together to maintain local control of their land in that area.  Walnut and orange groves continued to flourish during the following decades adding a unique aesthetic feel to the city that is often unmatched.

The City of West Covina began the second-half of the 20th century with exciting new developments and projects that have pleased many Californians.  This city has perhaps changed more so in the last few decades than any other California town of a similar population size as this one.  The City Hall and Police facility were both built in 1969 as an example of a Joint Powers Authority in the County of Los Angeles.  The Civic Center Joint Powers Authority, consisting of the County of Los Angeles and the City of West Covina, also completed a three-level parking structure in the Civic Center complex.  The Civic Center complex includes the Los Angeles County Regional Library, the West Covina Courthouse (formerly Citrus Municipal Court) and the City Hall offices.

As part of a very strong and determined pro-active redevelopment efforts of the city’s business districts, it has successfully attracted many popular restaurant chains, retail stores, and other companies such as The Home Depot, Regal Entertainment, Hooters, Elephant Bar, XXI Forever, Sephora, Mercedes-Benz, Audi, and more.  This is truly an economically prosperous city that is constantly growing more and adding more to what it has to offer to the general populace.

Drug Addiction and Substance Abuse in the City of West Covina

Without a doubt, it is sad but true that drug addiction has become a very major issue in the city of West Covina.  This is a city that has had very little to do with drug addiction and substance abuse until very, very recently.  In fact, addiction was never a problem really at all in West Covina until the turn of the century.  In more modern times, drug dealers and traffickers tend to go where an urban area is thriving the most and where there is the most money.

Interestingly enough, one will find higher drug dealing-related crime statistics in more affluent areas and cities in California than in poorer cities.  For example, per capita Los Angeles has more drug abuse than Detroit does.  Why is this?  It is of course because drug criminals have changed their tactic in the last decade, and now they take the risk of being caught in better protected areas and neighborhoods where they can make more money than take little risk but essentially scrape the bottom of the barrel in poorer, less protect neighborhoods and towns.  Sadly, this has been the epitome of the drug crisis in West Covina.

Facts and Statistics: What Exactly is Occurring with addiction in West Covina

To better understand the drug addiction issue as it currently stands in the United States, some basic facts and statistics have been included below:

• In the United States, the 2006 National Survey on Drug Use and Health, (NSDUH), reported that 35.3 million Americans aged 12 and older reported having used cocaine at least once in their lives.  Also it was reported that 8.6 million Americans aged 12 and older reported having used crack at some point in their lives too.  Among those 18 to 25, 6.9% of those surveyed said they had used cocaine, (including crack), within the last year.  Among high-school students, 8.5% of twelfth graders had used cocaine at some point in their young lives, according to the 2006 Monitoring the Future Study by the National Institute for Drug Abuse.

• In the United States and in other countries too, cocaine continues to be the most frequently mentioned illegal drug reported to the Drug Abuse Warning Network by hospital emergency departments.  There were 448,481 emergency department visits involving cocaine reported in the year 2005 alone.

• The 2006 United States National Survey on Drug Use and Health shows that 8.6 million Americans aged 12 and older reported having used crack at least once.  Among those from the age range of 18 to 25, 6.9% of those surveyed said they had used cocaine, (including crack), within the last year.  The 2007 US Government’s Monitoring the Future survey found that among high-school students, 3.2% of twelfth graders had used crack cocaine at some point in their lives, a number that has risen significantly in the last ten years.

• In the United States, crack cocaine was the primary drug of abuse in 178,475 admissions to treatment in 2006.  This represented 71% of all primary cocaine admissions to treatment that year alone.
