Elk Grove is a prominent city in Sacramento County, in California.  The city is located just south of the state capital of Sacramento itself.  Because of its proximity to Sacramento, Elk Grove is part of the Sacramento–Arden-Arcade–Roseville Metropolitan Statistical Area.  As of 2014, the population of the city was estimated by the United States Census Bureau at about 160,688.  The second-largest city in Sacramento County, Elk Grove ranked in as the fastest growing city in the U.S. between July 1, 2004, and July 1, 2005.

Elk Grove remained a small farming community with little urban development for many decades;  however, in the late 1980s, suburban development projects began to spring up around the community, specifically in the north near the city of Sacramento.  This was ultimately meant to serve Sacramento’s population as well as San Francisco commuters looking for a community relatively near the San Francisco Bay Area which they could settle in and still commute to and from.  This plan inevitably set off a period of rapid suburban growth which hit its peak in the years of 2004 and 2005 when Elk Grove was declared the fastest growing city in the entire United States.

Elk Grove is not only known for begin a rapidly growing suburban community and city of its own, but the city also has many impressive private schools in the town itself.  A local community college, Cosumnes River College, offers both vocational training and a transfer program to various four-year universities.  Located nearby are California State University, Sacramento and the University of California, Davis, as well as branches of Golden Gate University, and St. Mary’s College.  Elk Grove is also the home of the private six-year Universalist religious college Quest Seminary as well as a special college for pharmaceutical degrees.

To better understand and comprehend the scope of drug addiction and substance abuse in the state of California and the satiate of Elk Grove, California’s own Department of Health called upon the assistance of various research and management organizations such as the Substance Abuse and Mental Health Services Administration, (SAMHSA), the National Survey on Drug Use and Health, (NSDUH), the National Institute on Alcohol Abuse and Alcoholism, (NIAAA), and the National Institute on Drug Abuse, (NIDA), to research, study, codify, analyze, and survey the drug problem in California.

Included below are just a few of the findings from these research projects, included here so as to provide the reader with context as to just how serious of an issue this really is:

• The number of persons injured in crashes involving alcohol, in the state of California, decreased 6.6 percent, following a decline of 8.4 percent in 2009.  However, the number of individuals in California who have dies from car crashes have gone up.

• Drug-involved fatalities, in the state of California, decreased slightly in 2014, (by 2.4 percent), but the overall percentages still reflected a sixty-three percent increase in the past ten years from 428 in 2000 to 696 in 2010.

• The 1 year recidivism rates for all 1st time DUI offenders declined to the lowest level in 20 years in the state of California.  The DUI re-offense rate for 1st offenders arrested in 2009 was 44.7 percent lower than the re-offense rate for 1st offenders arrested in 1990.
